Further works for low traffic neighbourhoods

Minor works programmes relating to low traffic neighbourhoods since being made 'permanent

In the cabinet member decision in June 2023, commitments were made to keep various elements of the LTNs under review and make minor amendments where it is clear that these are needed. In addition to the replacement of bollards with ANPR cameras at six strategic sites within the Cowley and east Oxford LTNs to improve emergency vehicle and public service access, several minor works programs are proposed.

Cowley, Westbury Crescent: road safety traffic improvements

We are aware of local concerns about traffic speeds on Westbury Crescent as well as a higher volume of traffic using the southern half of the Crescent. To help address these issues and following local discussions, we have developed possible plans for: 

  • one-way traffic system with traffic calming measures such as build-outs to help reduce vehicle speed
  • restrictions preventing motor vehicles from turning into the north side of the Crescent from Church Hill Road, and south side of the Crescent from Rose Hill

What happens next? 

Feedback to this informal engagement will help develop a single option which will be subject to further design and costings work. We will then share this for further feedback in a formal consultation later in summer 2024. The outcomes of this formal consultation would then be presented to a county council Cabinet Member Decision meeting later this year. If proposals are approved, works could begin at the end of 2024.

East Oxford, Jeune Street: road safety traffic improvements to St Clement’s Street junction

Bollards are introduced at the Jeune Street junction with St Clement’s Street from July 2024. The works are in response to longstanding concerns from residents about vehicles contravening the no right turn prohibition at the junction, and the one-way restrictions; as well as the speed of vehicles using Jeune Street. 

The works comprise:

  • installing wooden, lockable bollards at the junction:
    • one on the footway near the cycle rack 
    • and two in line with it on the carriageway – spaced so that cars/vans/lorries cannot pass between them
  • associated signs and road markings adjustments 

The location of parking spaces close to the junction will also be adjusted slightly to accommodate suitable turning space at the St Clement’s Street end of the road.

What’s changed? 

The works enforce the following access arrangements:

  • Change to two-way traffic permissions on Jeune Street (from one-way) 
  • General motor traffic has access from Cowley Road only.  Motor vehicles will not be able to enter or exit Jeune Street at its junction with St Clement’s Street
  • Non-motorised traffic including cycles and the public hire Voi e-scooters will still be able to pass through the bollards but must still observe the existing no right turn prohibition
  • Emergency services and public service vehicles will still have access through the restriction as they do for other bollards in the low traffic neighbourhoods
  • As with all the LTNs, we will continue to monitor, and make further changes if necessary
